service to give priority to the transmission of such messages and
information as may be specified in the order.
(2) It shall be the duty of any person who receives an order
under subsection (1) to comply with the order.
37. The Minister shall(:i)

establish and maintain a national radio frequency
plan designed to secure the rational use of the radio
frequency spectrum in Seychelles;

(b)

ensure that the needs of all radio communication licensees are met;

(c)

ensure the monitoring of radio frequency occupancy;

(d)

allocate radio frequencies in such manner that hannful
interference is avoided particularly in respect of essential services.

38. (I) The Minister may make regulations for carrying into effeet the purposes and provisions ofthis Act.
(2) Without prejudice to the generality of subsection (I), the.r'
regulations may provide for(i)

charges levied from the public or any person
for the use of any broadcasting service, telecommunication service, radio communication
network, any broadcasting installation, broadcasting apparatus, telecommunication installation or t&communication apparatus;

(ii)

control and regulation of broadcasting apparatus or telecommunication apparatus installed or
used on any ship or aircraft, including a ship or
aircraft not registered in Seychelles whilstit is
within the jurisdiction of Seychelles, so as to
prevent interference and interruption of naval
signall ing or other transm issions made from such
apparatus installed or used on land;
