(5) Where—
(a)	 section 52 or subsections (2) to (4) and the rules relating to
the licence contract, have not been complied with; or
(b)	 the licence contract cannot be registered under section 55,
the Registrar shall refuse to register the licence contract and
shall state the reasons for the refusal.
(6) Before refusing to register the licence contract, the registrar
shall notify the petitioner and allow the parties—
(a)	 to submit their observations, if any;
(b) 	 to correct any defect in the petition; or
(c) 	 to amend any term, or to correct any defect, in the licence
contract that has been declared by the registrar to have a
defect precluding registration, within forty-five days from
the date of the notification.
(7) A licence contract is void if the registration is refused by the
registrar in accordance with this Act.
55.	 Prohibited terms in a licence contract.
(1) The registrar may refuse to register a licence contract if the
registrar is of the opinion that any clause in the licence contract
imposes unjustified restrictions on the licensee with the consequence
that the contract, taken as a whole, is harmful to the economic
interests of Uganda.
(2) Without prejudice to subsection (1) the following terms in a
licence contract shall be taken to have the effect described in that
subsection to—
