(4) The Secretary ot State shall, on a reference under
subsection (3), appoint two persons who shall then
appoint a chairperson to settle the dispute and
pronounce a decision within twenty-one days from the
date of reference.
(5) A party dissatisfied with the decision made under
subsection (4) shall have recourse to the courts.
Regulations
89. The Secretary of State may make regulations
(a) for the registration and deposit of works;
(b) for the levy payable on technical devices used
for copyright materials;
(c) for the form and scope of contracts and licences
relating to publishing, performing, sound
recording and audiovisual productions; and
(d) generally, for carrying into effect the provisions
of this Act.
Repeal and

90. (1 ) The Copyright Act is hereby repealed.
(2) The repeal of the Copyright Act shall not affect any
copyright or other rights that were vested in a person by
virtue of that Act, and those rights shall continue to be
enforceable as if they were conferred under this Act.
(3) Notwithstanding the repeal of the Copyright Act, any
regulation made under it and in force immediately before
the commencement of this Act shall, if not inconsistent
with this Act, continue in force until amended or revoked
under this Act.
