sends, by those means, for the purpose of causing annoyance, inconvenience or
anxiety to another person, a message which he knows to be false, or persistently makes
use, for that purpose, of a public telecommunication system,
shall be guilty of an offence and shall be liable, to a fine of not less than P10 000.00 but not
more than P50 000.00
