(a) may regulate its own proceedings;
(b) must cause minutes of proceedings and decisions at each meeting of the Council
to be kept; and
(c) must submit a copy of the minutes to the Minister as soon as possible after
the minutes have been approved by the Council.
Committees
11. (1) The Council may establish such committees as it deems convenient with the
approval of the Minister –
(a) to advise the Council on any matter in relation to the Council’s functions; or
(b) to perform, subject to the directions of the Council, any function of the Council
which the Council delegates to it in writing.
(2) The Council must establish a consumer affairs committee which must consist of
three members of whom at least one must be a member of the Council.
(3) A committee may consist of one or more members of the Council or of one or more
members of the Council and such other persons whom the Council considers to be suitable.
(4) The Council must appoint a member of the Council as chairperson of a committee.
(5) The Council may at any time dissolve or reconstitute a committee.

12. (1) If a member of the Council or of a committee has a direct or indirect financial
or other interest in any matter which is the subject of consideration by the Council or the
