(2b) A m'iH4f~tturer, · imPQrter or publisher of a sound
or au,drQ:~Yihiar tecbf~fng who intends to use an
a1tertlad~e, ~~ctint)i device shall
(a) regi$tetlhedevic~_ with the Internal Revenue
Seniice iftel' the approval of the Minister, and
(b) deposit the-quantity of the alternative security
device with the·Internal Revenue Service.
(2c) The Internal Revenue Service shall hav~ t4e a..lter
native security device affixed to the sound or audio
visual record!ng.
(2d) The alternative security device used by the manufac
turer, importer or ptiblisher shall be a device that
· proyi4~ , ~ superior IU(!tAod pfprotectipn to the devi<;!e
approved by tl;le Minis~e:r under subsection (l)".
Section, 77 of Act 690 amended
2. The 'Principal enactment is amended by the insertion after section
77 of section 77A

77A The Minister shall
(aJ adopt measures that ensure that the rights of authors,
produC;'erS; publishers and performers are collectively
administered, promoted and protected; and
(b) collect-and distribute any royalties or other
remunerati<?n.accruing to ~uthqrs until societies <;ire
formed under' tpe Regulations.;' .
