Whenever the General Officer Commanding is for any
temporarily unable to exercise, perform and carry out his or her powers,
functions and duties, the Chief of the South African National Defence Force must
appoint a member or employee from the South African National Defence Force—
(i)
who, on the grounds of his or her technical knowledge and experience, is a
suitable and qualified person; and
(ii)
to whom a security clearance has been issued in terms of section 37 of the
Defence Act, 2002 (Act No. 42 of 2002),
as acting General Officer Commanding.
(d)
The General Officer Commanding must, in exercising the
powers, performing the functions and carrying out of the duties conferred upon,
assigned to or imposed upon him or her by the Chief of the South African National
Defence Force or under this Act, be assisted, subject to his or her control and
directions, by—
(i)
members and employees of the South African National Defence Force, to whom
a security clearance has been issued in terms of section 37 of the Defence Act,
2002 (Act No. 42 of 2002);
(ii)
any person or an entity—
(aa)
who or which has particular knowledge and skills in respect of any aspect
dealt with in this Act;
(bb) who or which is, from time to time, appointed to assist the General Officer
Commanding; and
(cc)
to whom a security clearance has been issued in terms of section 37 of
the Defence Act, 2002 (Act No. 42 of 2002).
(e)
In order to achieve the objects of this Act, the General
Officer Commanding must—
(i)
carry out the administrative duties relating to the functioning of the Cyber
Command;
