reports made by commissions of inquiry appointed by the Government or any
agency of the Government and published by the Government;

However, the Liberian Government is not precluded from receiving and holding copyrights
transferred to it by assignment, bequest or otherwise.

2.6

EXCLUSIVE RIGHTS OF OWNERS OF COPYRIGHT

Subject to Section 2.7 through Section 2.11, the owner of copyright in a work under
this chapter has the exclusive rights to do and to authorize any of the following, to
(a)	

reproduce the copyrighted work in copies or sound recordings;

(b)	

prepare derivative works based upon the copyright work;

(c)	

distribute copies or sound recordings of the copyrighted work to the public
including by way of importation, regardless of whether such copies were
made and distributed lawfully in any other country, by sale or other transfer
of ownership, or by rental, lease, or lending;

(d)	

communicate the copyrighted work to the public by display, performance,
broadcasting, distribution by cable, motion picture, images, audiovisual work
or any other means.

In addition to the rights referred to in subsection (1) of this Section, the author of
such a work shall also have the exclusive moral rights to:
(a)	

claim authorship of his work and, in particular, to demand that his name of
pseudonym be mentioned when any act referred to in subsection (1) of this
section is done in relation to his work; save in cases where it would be
unreasonable for him to do so.

(b)	

object, and to seek relief in connection with, any distribution, mutilation, or
other modification of the work where such act would be or is prejudicial to
his honor or reputation.

2.7

LIMITATION OF EXCLUSIVE RIGHTS: FAIR USE

Notwithstanding the provisions of Section 2.6, the Fair use of a copyright work, including
such use by reproduction in copies or sound recordings or by any other means specified by
that section, for purposes such as criticism, comment, news reporting, teaching (including
multiple copies for classroom use), scholarship or research, is not an infringement of
copyright. In determining whether the use made of a work in any particular case is a fair use,
the factors to be considered shall include:

(a)	

the purpose and character of the use, including whether such use is of a
commercial nature or is for non-profit educational purposes;

(b)	

the nature of the copyright work;
