The Electronic Transactions Regulations, 2013.
(Under section 35 of the Electronic Transactions Act, 2011, Act No. 8 of 2011)
IN EXERCISE of the powers conferred upon the Minister responsible for
information and communications technology by section 35 of the
Electronic Transactions Act, 2011, these Regulations are made this 10th
day of September, 2013.
PART I—PRELIMINARY
1. Title.
These Regulations may be cited as the Electronic Transactions
Regulations, 2013.
2. Interpretation.
In these Regulations unless the context otherwise requires—
“Act” means the Electronic Transactions Act, 2011;
“Authority” means the National Information Technology Authority
established by the National Information Technology
Authority, Uganda Act, 2009;
“commercial communication” means a communication, in any
form, designed to promote, directly or indirectly, the goods,
services or image of any person pursuing a commercial,
industrial or craft activity or exercising a regulated profession;
“currency point” has the value assigned to it in Schedule 1;
“service provider” means—
(a) any public or private entity that provides to the users of
its service the ability to communicate by means of a
computer system; and
