22. Decision Making

The Authority shall, upon examining in
accordance with Articles 20 and 21 of this
Proclamation, decide on the application submitted
to it under Article 19(3) of this Proclamation.

Any applicant who is denied a license may
appeal to the Board within 14 days from the
date of the decision. The Board shall give its
decision within 20 days from receipt of the
appeal.

An applicant whose application has been accepted
shall be issued with a certificate of license upon
signing a license agreement prepared by the
Authority to provide for the terms and condition of
the license and upon payment of the required
license fee.
