19. Invitation to Applicants

1/

The Authority shall invite applicants by a notice
published in a newspaper having a wide circulation
or communicated by other mass media.

The notice shall disclose the category of
broadcasting service for which the license is
intended to be issued, the license area, the
radio wave available, time and place of
submission of the application, the license fee
and other necessary information.

A person who intends to obtain a license for
broadcasting service shall fill and submit the
application form prepared by the Authority
within the time specified in the notice issued
in accordance with this Article.

4/

Notwithstanding the provisions of subarticles (1)-(3) of this Article, an applicant for
a public broadcasting and community
broadcasting service license may apply at any
time to the Authority.

20. Unacceptable Application

Any application may be rejected, without going
into detail screening, if the applicant:

1/ ¾óÓ”e ›pS<”“ U”Û” KT[ÒÑØ
¾T>Áe‹M QÒ© Te[Í "Lk[u'

1/

fails to produce legal evidence to ascertain its
financial capacity and source of financing;

2/ ´`´` ¾ýaË¡ƒ Ø“ƒ c’É "Lk[u'
¨ÃU

2/

fails to produce detail project proposal; or

3/ u›”kê @3 SW[ƒ ðnÉ ¾TÃcÖ¨<
›"M ŸJ’'

3/

is a body that may not be entitled to a license
as provided for in Article 23 of this
Proclamation.

2/ The criteria to be set by the Authority shall
include the following:

applicant's financial sources to run the
service;

capability
of
equipments
and
