proceedings anypersonor organisation thattheTribunal is satisfied
hasa substantial interest inthematter; and
(c)	 require theTribunal to givetheparties toproceedings anopportunity
to state their case, in writing or orally as the Regulationsmay
provide.

Appeal
58. (1) Anappeal lies on anypointoflawarising from adecision of theTribunal

to theHighCourt.
(2) TheTribunal may, by wayof casestated, refera question' of lawtothe
High Court foritsopinion.
(3) The decisionof the HigK Court, whether on an appeal or on a case
stated, shall be binding ontheTribunal.

59. (1) Thereis established by thisActa National Folklore Boardreferredto
in thisActas ''the Board".
(2) TheBoardshall consist of
(a)	 achairperson,
(b)	 theCopyright.Administrator,
(c)	 a person nominatedbytheNational Commission onCulture; and
(d) sixotherpersons
whoshanbe appointed by the President in consultation withtheCouncil of State.
Tenure of members of theBoard
60. (1) Themembers oftheBoardshallholdoffice forfouryears andareeligible
for re-appointment ontheexpiryof the pet;ic;x:l.
(2) A member oftheBoardmayresjgn from office inwriting addressed to

thePresident through theChairperson.
(3) Where theoffice of amemberotherthan anex-officio memberbecomes
vacantbeforetheexpiryof the termof the memberor if for anyother reason the
member isunable toperform thefunctions ofoffice, theChairperson shallnotifythe
President whoshall, acting inconsultation with the Council ofState, appoint another
person tocomplete the unexpired termofoffice.
(4) A person appointed to complete theunexpired termof a membermay
afterserving the unexpired termbe appointedamemberof theBoard.
