Each time an applicant with a valid access permit from UNCST wishes to export genetic material s/he
will have to obtain an Export Permit from the CITES Management Authority (Annex 6). The export
permit and export certificate issued under these Guidelines are not transferable.
In accordance with CITES, exporting of specimen of a species included in Appendix III by the
importing country shall require the issuance of a Certificate of Origin by the Ministry of Tourism
Trade and Industry (MTTI) (Annex 7).
3.6.2

Re-Export

Genetic resources originating from Uganda may only be re-exported after the applicant has applied for
and obtained a re-export certificate from the country within which they are being held and has sought
a no-objection from Uganda, the country of origin.
All permits issued under these Guidelines may be revoked by the issuing authority if the beneficiaries
abuse any of the terms agreed upon.
3.6.3

Re-introduction

Re-introduction in this context refers to the bringing into the country, genetic resources of Ugandan
origin. To do this requires obtaining of an import permit from the Uganda’s CITES Management
Authority and an export permit from the country where one is exporting. The former will only issue
the import permit after consultations with the UNCST and the relevant Lead Agencies.
3.6.4

Export Quotas

Before issuing a permit to allow export of specimens, UWA (in case of wild fauna) or NFA (case of
wild flora) must advise that the proposed export will not be detrimental to the survival of the species.
For species in Appendix I or II, this is a requirement under Article III, paragraph 2(a), and Article IV,
paragraph 2(a), of CITES. Both UWA and NFA are required to set an export quota establishing the
maximum number of specimens of a species that may be exported over the course of a year without
having a detrimental effect on its survival.
