According to the Telecom Regulatory Environment (TRE) assessment method, which
assesses the effectiveness of sector regulation through stakeholder perception of seven
regulatory dimensions, which include market entry, quality of service, anti-competitive
practices and universal service obligations, South Africa scores only slightly better than one
of the other 11 countries, Ethiopia. A TRE assessment probes the perceptions of
stakeholders of the entire policy and regulatory environment, not the regulator per se.
