8. Promoting regional and international cooperation by:

Pro-actively collaborating with development partners and regional and
international organisations to encourage technology transfer and capacity
building.

Becoming a leading participant in global ICT initiatives and projects in order
to channel funds needed to promote the diffusion of ICTs in Lesotho.
•
Disseminating information regarding international best practices and
experiences of other countries in use of ICTs for development.
2.7
Role of Stakeholders
All stakeholders will need to work together to ensure that the ICT policy achieves its full
potential. This includes; to build capacity, increase confidence and security in the use of
ICTs, create an enabling legal and regulatory environment, and encourage international
and regional cooperation.
2.7.1 The Government
•
Government’s role is to provide the vision and policy with a legal and
regulatory framework that will guide the activities of all stakeholders.
•
Establish institutional mechanisms to ensure the successful implementation of the
ICT policy.
•
Government must also play a key role in channelling resources to invest in the
supporting infrastructure for ICTs in partnership with national and regional
businesses and development partners.
