That all operators are at liberty to negotiate lower interconnection rates subject to
the capped rates provided in Table 1 above;

b.

That any operator, upon being designated as a dominant/major telecommunication
operator in either the mobile or fixed retail markets shall implement a price cap
for off-net call prices to the level of their on-net prices. The effective date shall
be immediately upon designation by the Commission of such operators as
