The High Court of Justice is bound by the definition of crimes and misdemeanors[,]

A consultative Organ denominated the Economic, Social and Cultural Council[,] is
instituted.

The Economic, Social and Cultural Council is given the charge of giving its opinion on
the questions of economic, social or cultural character brought to its examination by
the President of the Republic, the Government or the National Assembly.
It may be consulted on any draft of plan or of program of economic, social or cultural
character.
It may equally proceed to the analysis of any problem of economic and social
development. It submits its conclusions to the President of the Republic and to the
Government.
Article 180
The Economic, Social and Cultural Council may designate one of its members at the
demand of President of the Republic, of the Government or of the National
Assembly, to present before these Organs the opinion of the Council on the
questions that have been submitted to it.
Article 181
An organic law establishes the composition, the organization and the functioning of
the Economic, Social and Cultural Council.
