wholly or substantially of intellectual property right holders, and which is mandated by 

those members to enforce their rights against counterfeiting and/or piracy.

“raw material” means optical grade polycarbonate or any other raw material whose 

physical properties makes it suitable for the manufacture of optical discs.

“recordable optical discs” includes CD-R (compact disc recordable); CD-RW (compact 

disc rewritable); CD-WO (compact disc write once) or other formats specified in any 

notice published by the Commission.

“Registration premises” means the premises specified in a production license.
