To create the basic preconditions for promoting creativity, the results of scientific and
technological research and local innovative capacity, thereby furthering the use of the intellectual
property system for the benefit of the scientific, technological, economic, cultural and social
development of the country.
Specific goals:
• To provide effective mechanisms for promoting the use of the IP system in Mozambique;
• To create mechanisms for harmonizing the legal and institutional framework for IP;
• To rationalize IP training, dissemination, promotion, safeguarding, institutional capacitybuilding and financing activities and ensure they are systematic;
• To further the integration of IP into all relevant sectors in the country, with a view to adding
value to the products and services made available thereby;
• To promote and safeguard the technical solutions to local problems developed by local
innovators;
• To promote an appreciation of local creativity, through the creation of mechanisms for
protecting and rewarding innovators, creators and artists and safeguarding their creations;
• To ensure that the various players in the system receive rewards commensurate with the
benefits provided by IP;
• To harmonize visions, missions and policies and enable IP to be incorporated into all sectoral
strategies and actions carried out by the public and private sectors for the benefit of the
development of Mozambique;
• To create a mechanism for linking, consultation, coordination and communication between
the institutions and with the various players in the IP system;
• To make available, to both the public and private sectors, the knowledge and legal basis that
are a necessary support for activities entailing the transfer of technology (buying and selling),
making it possible to negotiate Mozambique’s interests in better conditions and on the basis
of international law.
