PART IX
DIRECTIVE PRINCIPLES OF STATE POLICY AND
THE DUTIES OF A CITIZEN

110. (1) The Directive Principles of State Policy set out in this Part
shall guide the Executive, the Legislature and the Judiciary, as the case
may be, in the-

(a)

development of national policies;

(b)

implementation of national policies;

(c)

making and enactment of laws; and

(d)

application of the Constitution and any other law.

(2) The application of the Directive Principles of State Policy may be
observed only in so far as State resources are able to sustain their
application, or if the general welfare of the public so unavoidably
demands, as may be determined by Cabinet.
111. The Directive Principles of State Policy set out in this Part shall
not be justiciable and shall not thereby, by themselves, despite being
referred to as rights in certain instances, be legally enforceable in any
court, tribunal or administrative institution or entity.
