CHAPTER I – PRELIMINARY
Short title
1. This Act may be cited as the information and
communications Act, 2008.
Interpretation
2. In this Act, unless the context otherwise
requires
“access” means the making available of facilities or
services of any operator under defined conditions,
on either an exclusive or non-exclusive basis, for
the purpose of providing information and
communications services, including access to
(a) network elements and associated facilities,
which may involve the connection of
equipment by fixed or non-fixed means
(and includes access to the local loop and
