Permanent Secretaries. (Article 174(1) and (2))

A Ministry or a Government department shall be supervised by a Permanent Secretary who shall
be appointed by the President on the advice of the Public Service Commission.
16.

Functions of the Permanent Secretary. (Article 174(3))

The functions of the Permanent Secretary shall include—
(a)
running of the department or Ministry;
(b)
giving advice to the responsible Minister in respect of the business of the
department or Ministry;
(c)
implementing Government policies; and
(d)
being responsible for the proper expenditure of public funds by the Ministry
or department.
