implement and publicize an Open-Door-HRD Policy
and Initiative to attract HRD foreign investment and
world-class professional training and educational service
providers and establishments into Rwanda.

H10.5

Note: This initiative is aimed at encouraging any
foreign HRD or training company, institution or
organization wishing to set-up in Rwanda to be able to
do so provided they bring in the necessary investment
and resources (human and technological) to support
their operations and met standards set by the National
Accreditation Bodies.

Some of these HRD companies, institutions and
organizations who met the Export Processing and Free
Zones (EPfZs) conditions will be given the option to
operate in these Zones and avail of the benefits of the
EpfZs.
