TRANSITIONAL PROVISIONS

Sec. 1001
(a)
The Commission shall have authority to require all Telecommunications
Service Providers and Broadcasters who are operating at the time this Act takes effect to
obtain Licenses pursuant to the terms of this Act.
(b)
All Licensees shall be required to comply with the terms of this Act as of
the date of its entry into force, including, without limitation, requirements of this Act or
of any regulation that the Commission may prescribe pursuant to the terms of this Act, to
pay any fee required by a License or the Commission’s regulations.
(c)
Notwithstanding the provisions of subsection (b) of this Section, no
Licensee that is in operation at the time that this Act takes effect shall be required to pay
an initial License fee or to obtain pursuant to auction the rights to use of radio frequency
spectrum resources that said Licensee is using pursuant to any authorization previously
granted by any entity that has exercised governmental authority in the territory of
Somalia prior to the entry into force of this Act.
Sec. 1002
No person shall be liable for any penalty as a consequence of actions that may be
prohibited by this Act to the extent that such actions were committed prior to the entry
into force of this Act.
Sec. 1003
This Act shall enter into force thirty (30) days after its signature by the President.
