" system interference " means the illegal interception, hindering
or data interference of an electronic c o m m u n i c a t i o n s
system or computer system, or the inputting, transmission,
damage, deletion, deterioration, alteration or suppression
of computer data, an electronic c o m m u n i c a t i o n or its
contents through, or by means of, an illegal access;
" T C P / I P " means the Transmission Control Protocol
Internet Protocol used by an information system to connect
to the internet;
"third party " in relation to a service provider, m e a n s a
subscriber to the service p r o v i d e r ' s services, any other
u s e r o f t h e s e r v i c e p r o v i d e r ' s s e r v i c e s or a u s e r o f
information systems;
" T L D " means a top level domain of the domain name system;
" traffic data " m e a n s any c o m p u t e r data indicating t h e
electronic communication's origin, destination, route, time,
date, size, duration or type o f underlying service and any
content thereof;
" t r a n s a c t i o n " m e a n s a transaction of either a commercial
or non-commercial nature o r t h e provision of information
or e-government services, but does not include any banking
transaction or electronic funds transferred by a financial
institution;
" t r e s p a s s e r " in r e l a t i o n t o a c o m p u t e r or e l e c t r o n i c
communication system, means a person w h o accesses a
computer or electronic c o m m u n i c a t i o n system without
authorisation, but does not include a person authorised by
the o w n e r or o p e r a t o r o f t h e c o m p u t e r or e l e c t r o n i c
c o m m u n i c a t i o n s y s t e m to a c c e s s all or part o f t h e
computer or electronic communication system;
" universal access " m e a n s access by all citizens of Z a m b i a
to internet connectivity and electronic transactions;
" user " m e a n s a person or entity w h o is authorised by a
service provider to use its services;
" W A P " means the Wireless Application Protocol, an open
i n t e r n a t i o n a l s t a n d a r d d e v e l o p e d by t h e W i r e l e s s
Application Protocol Forum Limited, a company
incorporated under the laws of the United Kingdom, for
applications that use wireless communication, and includes
internet access from a mobile p h o n e ;
