With the adoption of Resolution 56/183 of December 21, 2001, the United Nations General Assembly decided to launch the World Summit on the Information Society (WSIS). The objective of this summit is to determine a common strategy to facilitate the use of information and communication technologies (ICT) so that the "benefit can have an impact on economic prosperity, the development of knowledge, the strengthening of peace and the promotion of democracy ”. The WSIS aims to reduce the digital divide by massively promoting the use of information and communication technologies by the most disadvantaged sections of the population. To this end, a Declaration of Principles and an Action Plan have been adopted for a global inclusive information society.
