A public body that, pursuant to any law—
of electronic
filing and
issuing of
documents
(a) accepts the filing of documents, or requires that documents
be created or retained;
(b) issues any permit, licence or approval; or
(c) provides for a manner of payment; may, notwithstanding
anything to the contrary in such l a w —
(i) accept the filing of the documents, or the creation
or retention of such documents in the form of
data messages;
(ii) issue the permit, licence orapproval in the form of
a data message; or
(iii) make or receive payment in electronic form or
by electronic means.
Requirements

2 1 . (1) Where a public body performs any of the functions

d to in section twenty,
such body m a y specify, in a daily
newspaper of general circulation in Z a m b i a —
(a) the manner and format in which data messages shall- be
filed, created, retained or issued;
(b) in cases where a data message has to be signed, the type
of electronic signature required;
(c) the manner and format in which electronic signature shall
be attached t o , incorporated in or otherwise associated
with, a data message;
(d) t h e identity of, or criteria that shall be m e t by, any
authentication service provider used by the person filing
a d a t a m e s s a g e or t h a t t h e a u t h e n t i c a t i o n s e r v i c e
provider shall be a preferred authentication service
provider;
(e) the appropriate control processes and procedures to ensure
adequate integrity, security and confidentiality o f data
m e s s a g e s or payments; and
(f) any other requirements for data messages or payments.
(2) For the purposes of paragraph (d) of subsection (1), the
Zambia Postal Services Corporation is an authentication service
provider.
