THE KENYA INFORMATION AND COMMUNICATIONS
(LICENSING AND QUALITY OF SERVICE) REGULATIONS, 2010

1. These Regulations may be cited as the Kenya Information and Citation.
Communications (Licensing and Quality of Service) Regulations, 2010.
2. In these Regulations, unless the context otherwise requires—

“contact address” means the physical address, telephone number,
facsimile number and email address of a licensee or an applicant forlicence;
“licence” means a licence issued under the Act;
“licensee” means a person or an entity licensed by the Commission to
provide any communication services;
“market structure” describes the state of a telecommunications market
in relation to competition.
3. (1) The Commission may, from time to time, publish details of the Market structure.

(c)	 where applicable, a detailed business plan for the proposed
services;
(d) detailed information relating the proposed system or services to
be provided;
(e)	 where applicable, information relating to the previous experience
in the management of the proposed system or the provision of the
