permit, consider—
(a) the past compliance record of the applicant relating to adherence
to the conditions of the broadcasting frequency licence; and
(b) the status of frequency fee payments.
(3) Any person who holds a broadcasting permit and who has been
assigned more than one broadcast frequency for either radio or television
broadcasting services in the same broadcast coverage area, shall be required
within a period not exceeding the licence term, to surrender all additional
broadcasting frequencies to the Commission.
