(1) Any licensee who contravenes the provisions of these Regulations commits an offence. (2) Any person who commits an offence under these Regulations for which no penalty is expressly provided shall be liable on conviction to imprisonment for term not exceeding five years or a fine not exceeding one million shillings or both.
