28. Any person aggrieved by a decision of the Council
under this Act may appeal within thirty days to the High
Court and in any such appeal the High Court may confirm,
annul or vary the decision of the Council as it deems fit.

(2) Any person who, not being eligible to be licensed
or registered under this Act, uses the title "ICT practitioner"
as appropriate to a person so registered or licensed, which
entitles such person to use that title, commits an offence
and shall be liable on conviction to a fine not exceeding
fifty thousand shillings or to imprisonment for a term not
exceeding two years, or both.

under this Act, who(a) admits to the institution under their charge any
person for the purpose of training in the profession
of ICT;
(b) purports to be conducting a course of training or

implying that the holder thereof has undergone a
course of instruction or has passed an examination
prescribed by the Council; and
(d) issues any document, statement, certificate or seal
implying that the institution under his or her
charge is approved by the Council as an institution
