is allowed to change by the rate of inflation over
the initial price with an adjustment factor (X), based
on factors, such as
(a) technological changes;
(b) the need to finance
infrastructure; and
development
(c) need to adopt efficient working systems,
provided that the overall rate of the basket of
services in which the rate is included, does not
exceed a limit set by the operation of a price cap
formula.
Quality of
service
83. In the context of the responsibilities of the
Authority under this Act, the Authority shall
undertake the following as it finds appropriate
(a) measure some or all quality of service
indicators;
(b) audit the quality of
submitted by licensees;

reports
(c) apply the appropriate sanctions when
failure to meet targets or to provide
adequate information occurs; and
(d) publish quality of service indicators as it
deems appropriate.
Obligations of
authorized
operators
84. (1) Notwithstanding the provisions of section
83, authorized operators shall undertake the
following
(a) establish and administer measurement
systems consistent with the quality of
service framework;
(b) establish the measures needed to comply
with measurement systems;
