to comment or object to do so.
(2) A comment or objection shall be submitted to
the Authority in accordance with the procedures
prescribed by regulations made under this Act.
Application
evaluation
process

21. (1) The Authority shall evaluate the application
together with any comments, objections and
responses and conduct any investigations and
require any information it deems necessary to
enable it to take a decision which best serves the
public interest.

(2) The Authority shall, within four months from the
date of submission of an application for an
individual licence, complete its evaluation and
render a written statement advising the Minister to
grant or deny the application.
(3) The Authority shall, within one month from the
date of submission of an application for a class
licence, complete its evaluation and grant or deny
the application.
(4) The Authority shall, in the case of a denial,
include in the statement the reasons for the denial.
(5) The Authority may, with the approval of the
Minister, by regulations, set out the conditions
under which the period specified in subsections (2)
and (3) may be extended, but shall not, in any
case, extend the evaluation period beyond two
months.
Reasons for
denial

22. (1) Without prejudice to section 21, a company
providing the information that may be required from
it to prove that it meets the conditions established
and published by the Authority in conformity with
the relevant provisions of this Act shall qualify to
obtain an individual or class licence.

(2) If a company seeking to obtain an individual
licence or class licence fails to provide the required
information under subsection (1), the Authority may
recommend to the Minister to refuse to grant the
individual licence.
