7. RADIO FREQUENCY SPECTRUM

7.1 INTRODUCTION
Radio frequency spectrum is a scarce public resource that goes to waste if not
used optimally. The frequency spectrum will, therefore, be managed in line
with public policy objectives, with a view to making it available to all users
under specific and clear conditions. This process will maintain a balance
between the public and private interest. In the event of conflict, public
interest shall prevail.

7.2 POLICY OBJECTIVES
The Government’s objective in the utilisation and management of the
radio frequency spectrum is to achieve, inter alia:

Enhanced national security and defence;
Enhanced emergency preparedness against disasters;
Efficient national and international transportation systems;
Sustainable conservation of natural resources;
Efficiency in the dissemination of educational information and

Research and Development; and
Enhancement of social and economic progress.

7.3 STRATEGIES
The following strategies will be adopted to achieve the above
objectives.
7.3.1 Radio Frequency Spectrum Planning, Allocation and
Assignment
The radio frequency spectrum will be planned, allocated and assigned
in an optimal manner. Measures will be put in place to ensure that the
